CIPHER REBORN - A GENIUS' LEGACY
Gideon's story begins in the most unlikely of locations, the desert region of Orre. Born in Phenac City to Andros Cipher, and a mother who despite the advancements in modern medicine passed away during his birth. Leaving him in the care of his father, a middle-aged man who had absolutely no interest in caring for a newborn baby. Andros probably would have left baby Gideon at the doorstep of some random stranger if he hadn't felt some semblance of attachment and responsibility for the child. Once Gideon was old enough to leave the care of the hospital his father took the child away from Phenac City and brought him to 'The Under' a town that existed beneath Pyrite Town and where Andros currently found himself staying. It would be in The Under where Gideon spent most of his youth, under the 'care' of a father so obsessed with the past he often forgot he even had a child. At least it was that way during the very early portion of Gideon's life.
As Gideon grew older he would often hear his father speak of their 'legacy' and how they were meant to change the world. How that if everything had gone as planned this useless world they were living would have been replaced with a better one. The first couple of times Gideon heard his father talk of this he had no idea what to make of it. Considering it the ramblings of a madman, who had lost his will to go on ages ago. Something to note is that up until Gideon was six he was your average child, albit he might have been slightly smarter than most he was still normal. He roughed house like the rest, did idiotic things like the rest, and even learned like the rest of them. He's not entirely sure why it happened but when he turned six that all changed for him. He was suddenly capable of learning and applying what he had learned to use far faster than the rest of the kids his age. It happened slowly at first, and as it happened his father took notice of it of him. By the time Gideon was fifteen he was nothing short of a teenage genius, a prodigy if you will. His classes were easy, he was popular, it was everything a young teenager could have wished for. Gideon wasn't happy though, he was bored.
If everything in his life was going to be this easy then what was the point? There was no challenge, no excitement, and he was losing interest in the things around him. His new found intelligence while a gift had also become a curse for him. He was starting to see all the flaws in humanity, starting to notice how cold and ruthless the world could be those who weren't like him. He felt at a distance from the world, above them if you will. That is when his father stepped in capable of noticing that like himself, his son had seen the cracks in humanities mask. So he did the only thing a father could do and gave his son advice, and fully explained what he meant by their 'legacy'. Andros and by extension Gideon, were the heir to a criminal organization known as Cipher. A group that had once terrorized Orre with it's Shadow Pokemon and advanced technology. They had wanted to control the region and the world, shaping it as they saw fit. A goal that had been shattered thanks to a hero and his remarkable skills. Andros wanted Gideon to help him rebuild Cipher, to once more try to grasp what they had lost. Andros assured Gideon that with his remarkable genius they could do it and this time they would succeed.
The fifteen year old Gideon fell for his father's words completely. If he couldn't find excitement in living life like everyone else then he would do it this way. Of course even as smart as he was Gideon wasn't capable of leading an entire criminal organization, he was only fifteen. His father certainly wasn't in a condition to be the face of an evil organization, not only had he lost once already but he had also allowed himself to wither away. Gideon did the only thing he could do, and that was wait. He sharpened his mind even further, studied anything about the old Cipher he could get his hands on. He made himself familiar with strategy, crime, business, Pokemon genetics, and most importantly technology. Everything came together for Gideon when he was twenty and finally ready to rebuild what his father and grandfather had allowed to crumble. Gideon however took a far different approach than those before him. He turned Cipher into a public figure, not some group lurking in the shadows. He founded Cipher Industries a technology and science company that was 'attempting' to further undo the damage Cipher had caused. Being a public face like this would make attempts at taking them down far harder, and would make it easier for them to hide illegal activities.
It was shortly after the launch of Cipher Industries that Gideon put the next phase of his plan in action. The removal of his father. Andros had not only outlived his usefulness but had also been attempting to manipulate Gideon the moment he found out he could help Andros reach his goals. His father's murder was a task that Gideon handle himself, he felt it only fitting that he die by his own hand. After Andros's death Gideon began to build his company and organization up entirely unaware of the rise of Immortalis on the other side of the world. In fact news of Immortalis didn't reach the deserts of Orre until 2008, right at the height of their takeover of Hoenn. At first Gideon was both worried and angry. How dare someone attempt to beat him at his own game, and how dare they be so effective at doing it! All of that faded when he realized that he could actually use it to his advantage. He assured the people of Orre that should Immortalis make their way to Orre that Cipher Industries would protect them and Orre from the invaders. He lulled them into a sense of safety and while doing this he sent a group of Cipher Agents to Hoenn to meet with Immortalis leaders.
He offered them an alliance.
In exchange for their help in taking control of Orre he would supply them with money, scientist, technology, and his agents. Despite the world turning into such a dire state the wheels of business still turn, and money and knowledge was always going to be important. Immortalis accepted his offer and the start of Cipher's partnership with the group began. Immortalis was eager to help with the takeover of Orre right away but Gideon asked them to instead wait until he was ready. They could use Orre as a trap of sorts, allow people to think it was protected and Immortalis free and they would flock there. Then when the time was right they could crush them. Of course plans don't always work out like you want them to, and when Immortalis ended up flooding Hoenn everything changed. Gideon was forced to change several of his plans and fly to Sinnoh in order to help Immortalis with the problem. It was upon his arrival in the region that Gideon learned that Immortalis was made up of far more than just Team Rocket members. Team Plasma, Team Galactic, and Team Rocket had all joined together in order to assume control of everything. He didn't need to be a genius to see that he had no real hope of beating these people on his own.
So he made the choice to fully integrate Cipher into Immortalis, and as a result he was made one of their heads. The God of Judgement. Over the past couple of years in Sinnoh he has set up a Cipher Industries building in Canalave City and it acts his own personal base of operations. He keeps an open line of communication to his headquarters in Orre there, one that other Immortalis Gods are entirely unaware of. He might be playing the part of the loyal soldier but Gideon has no desire to allow Immortalis to gain full control of the world before he does. He is currently trying to figure out how to take them down from within and assume control, a task a lot harder than he ever imagined.

No one outside of the Gods of Immortalis are aware that Cipher is apart of the infamous group, a personal courtesy to Gideon. Immortalis grunts and admins are simple told that he use to be a member of Team Galactic.
Gideon has arranged for a Immortalis to allow him to create a black ops group within Immoralis, one that only the Gods and the members of the group are aware. The group is made up of Immortalis members that Gideon and the other Gods have deemed above the rest. They act much like the Shadow Triad of Team Plasma, as they handle missions that require a certain level of discretion. Gideon heads this group himself and has the right to veto members out, and gets first pick at any promising recruits before they are sorted into other sections of Immortalis.
The original research and technology to create the Shadow Pokemon has been destroyed and thus makes them unmakeable. Gideon and Immortalis are currently researching the process of making them once more, they have made little progress however.
The same thing is true for the Snag Machine that Cipher helped create alongside Team Snagem. The Snag Machine is much close to completion however and Gideon suspects it's only a matter time before Immortalis members are equipped with the infamous capture device.
